Background of the Study
Local governments play a vital role in promoting community development, particularly in rural areas, by addressing the immediate needs of local populations and ensuring the efficient delivery of public services. Faskari Local Government in Katsina State, like many other rural local governments in Nigeria, faces challenges in providing essential services, including healthcare, education, infrastructure, and economic development. Despite these challenges, local government authorities are expected to implement various community development initiatives to improve the standard of living and promote sustainable development.
Community development in Faskari Local Government has been supported by a variety of national and state-level policies, including the Local Government Reform Act, which mandates local governments to prioritize development at the grassroots level. However, the effectiveness of these policies in addressing the needs of the community in Faskari has been questioned, with concerns about inadequate funding, poor governance, and lack of community participation in decision-making processes (Bello & Yusuf, 2023). This study seeks to examine the role of the local government in promoting community development in Faskari Local Government, with a focus on evaluating the effectiveness of local government initiatives and identifying the challenges faced in the promotion of community development.
1.2 Statement of the Problem
Faskari Local Government has struggled to achieve significant progress in community development despite the introduction of various development programs. Issues such as inadequate funding, lack of infrastructure, poor governance, and limited community engagement in development projects have hindered the local government's efforts to promote sustainable development (Ali & Nuhu, 2023). This study will investigate the role of the local government in promoting community development in Faskari, focusing on the challenges it faces and the effectiveness of its policies and initiatives in addressing local needs.
1.3 Objectives of the Study

The study will also contribute to the broader discourse on decentralization and local governance in Nigeria.
1.7 Scope and Limitations of the Study
This study focuses on Faskari Local Government, Katsina State, and examines the role of the local government in promoting community development within the area. The scope is limited to evaluating the effectiveness of local government initiatives and identifying the challenges faced in promoting development. Limitations include the potential bias in self-reported data from local government officials and community members, as well as challenges in accessing comprehensive data on the outcomes of local development programs.
